It is a puzzle because the article was flawed. Much of Tokyo and other large cities were under similar restrictions of some states here. Schools were closed, people were advised/required to stay home, parks, festivals, etc were shut down.

 

Perhaps the condition could be compared to Florida which seems to have fewer problems than NYC/New Jersey which skewed our numbers.

 

But to suggest that it was business as usual in Japan is wrong. Image is Shibuya crossing, one of the busiest in the world during normal times.

Right. And Japanese tend to be more compliant to government suggestions. That things are only 50% back to normal today indicates that some areas were effectively shut down, if not by edict then by voluntary compliance. To suggest that life went on at a normal pace is misleading.
