House can not even submit proxy votes correctly
If the Repreentative can not properly cite the resolution for proxy and the bill beiing voted, it should be invalid.
Simple statement "persuant to H.Res. 965" or "persuant to to House Resolution 965" an the bill is H.R. 6782,
On the Floor vote for bill H.R. 6782 "motion to suspend the rules"

If the members can not get articulate the difference between a resolution and a bill from their written cards, the proxy votes should be invalid.
No proxy vote authority exists under bill H.R. 965 (bill sits in committee)
No House Resolution 6782 exists and is not matter being voted on.
In review of House Rules and protocol, members must be recognized to speak and follow a specific format in their statements and casting votes, the words do matter.
