The shutdown was voluntary for most people. Schools and Universities were mandatory, restaurants were suggested to close at 7:00 pm.

 

The constitution gives no powers to tell people where they can and can not go, and there are no laws to fine people, so the government could only suggest and most people followed the suggestions, but not stringently. Supermarkets were open, but shopping centers were closed.

 

Many people continued to work or were required to work normally. It sucked and still sucks, but nothing like what happened in the west.

 

Today things were about 50% back to normal.
