The nursing homes question was asked during gov. Cuomo press briefings.

His excuse was if the nursing homes didn't have the necessary conditions in place (masks, personnel…) to receive a + covid19 patient they should have called some state gov. agency and let them know and they would come and take care of the patient in some other place.
