somehting diabolical occured to me:
what if these people who died were already dead and they were being billed as if alive and the people doing it looked as the CV thing to be a way to cover up that they would bill as if these folks were alive, and also vote for them?
it's not murder because they were already dead?
it's fraud and billing for the dead and not reporting a death and voting for the dead?
