Will The Congressional Record Be Falsified For May 28, 2020?

The Congressional Record includes the verbatim statements of Members when recognized by the House Chair.

On May 28 during the casting of proxy votes, numerous Members either cited the authority as H.R. 965 (instead of H.Res. or House Resolution) or cited the bill as House Resolution 6782 (bill is H.R. 6782).

Will check on May 29 to see if the Congressional Record records verbatim or is edited, i.e. falsified.

H.Res. 965 requires proxy votes be cast according to the exact instructions of the absent member.

If the absent member specified the bill and it is not stated by the proxy voter, it is not exact.

If the the absent member states the bill as H.R. 6782 and the proxy member states House Resolution 6782, it is not exact.

(2) ANNOUNCING INSTRUCTIONS.—Immediately prior to casting the vote or recording the presence of another Member as a designated proxy under this resolution, the Member shall seek recognition from the Chair to announce the intended vote or recorded presence pursuant to the exact instruction received from the other Member under paragraph (1).
