Why? If the numbers remain the same..there is no loose of Representative Votes in Districts, which is how the House determines how many Reps are needed for each state. So in this instance, they would have to look at the population change and adjust the Reps accordingly, If the population number appear the same, then no need for adjustments..in other words, another edge of cheating.
