does the US Constitution already include this provision to business owners?

>“We’re giving the store owners the right to say, ‘If you’re not wearing a mask, you can’t come in,’” Cuomo said at his daily briefing, which he held in Brooklyn.

aside from issues related to actual effectiveness of masks, asking about legality because there seems to be a circular argument here:

a "loophole" was given for those with medical issues

but store owners are not allowed to ask about personal medical conditions, nor require doctor notes as proof.

so, if shopper is told to wear a mask in a grocery store (essential business)

but shopper refuses without providing a reason… simply refuses

then, which side takes precedent, legally???

grocery store owner's rights (even though deemed essential business)

OR

hungry shopper who may or may not have medical reason to refuse wearing a mask

???

is there any one here who can give authoritative input on this?
