Vote Fraud on the House Floor

Yesterday 2 Dems got caught using Pelosi's proxy voting scheme to play hooky.

 

They claimed they couldn't show up to work "due to the ongoing public health emergency"—but then went to attend the rocket launch.

 

This isn't Ferris Bueller's Day Off. It's the United States Congress.

Why does it matter?

Because the proxy vote resolution is based on a public health emergency and the member incapable of attending sessions in the House Chamber.

Per the proxy vote authorization, each member has signed a statement that specifies:

 

“I am unable to physically attend proceedings in the House Chamber due to the ongoing public health emergency,…”

 

Are roads and airports closed to prevent travel? Was the NASA event certified as non-contagion event without restrictions due to a public health emergency? Why are members unable to attend?

 

Other vote fraud that exist is Members casting proxy votes that apparently due not follow exact instructions. Proxy voters on announcing a proxy vote cited the bill HR 6782 as House Resolution 6782. On the May 28 Hose Floor vote between 2:15:00 - 2:47:00 noted nine instances as the vote not being exact. Also one instance where the proxy authority was referenced as HR 965 instead HRes 965. Bills and Resolutions are not the same thing. The verbal vote specified a different document and the Dem’s proxy rule states “exact instructions,” so play by the rules. From H,Res. 965:

SEC. 3. PROCESS FOR VOTING DURING COVERED PERIODS.

(2) ANNOUNCING INSTRUCTIONS.—Immediately prior to casting the vote or recording the presence of another Member as a designated proxy under this resolution, the Member shall seek recognition from the Chair to announce the intended vote or recorded presence pursuant to the exact instruction received from the other Member under paragraph (1).

Currently, the Clerk of the House does not have a valid proxy authorization letter for Rep Doggett (D-TX-35). The note on the May 26 letter indicates an original signature is required. If a signature has been submitted, then the Clerk needs to update the record accordingly as Rep Raskin has been voting by proxy for Rep Doggett. Also have not yet found verification that the Clerk has provided the list of proxy vote authorizations to the Speaker, the majority leader, the Minority Leader. No daily report by the Sergeant At Arms except the May 19 letter is on record and that report does not provide the details specified in Rule XX 5.(c)(4) for a contagion emergency.

(1) DESIGNATION BY SIGNED LETTER.—In order for a Member to designate another Member as a proxy for purposes of section 1, the Member shall submit to the Clerk a signed letter (which may be in electronic form) specifying by name the Member who is designated for such purposes.

 

(3) NOTIFICATION.—Upon receipt of a letter submitted by a Member pursuant to paragraphs (1) or (2), the Clerk shall notify the Speaker, the majority leader, the Minority Leader, and the other Member or Members involved of the designation, alteration, or revocation.

 

According to govtrack.us covid-19 webpage tracking the status of members of Congress, the last self-isolation was April 20. Currently 71 members have signed proxy authorizations specifying they are unable to attend. Are those members self-isolating due to the public health emergency or are they going about other business? It appears a public health emergency does not exist in the House Chamber.

Looking at the list on govtrack.us, over half the Resentives designated a proxy from a different state.

For 71 districts, about 750k each, that is over 53 million people represented by proxy.

 

"Every person's vote counts."
