Similar to how terrorist will use human shields, Sorros could be doing this with hostages.
He also would have a private mercenary type army protecting him.
He could have sleeper agents under his command, that he has instructed to unleash massive damage if anything were to happen to him.
And the good guys don't know who they are or where they are at.
