We have to question what went on during the first 3 years of the Trump Administration. Why no thoroughgoing strategic risk assessment against contingency planning? If our government isn’t periodically taking stock of major contingency plans, wtf do we pay for. Plenty of resources. No fucking excuses.
We have to hope the military handles these matters better than HHS/DHS.
