Don't forget the part where they come back after decades of terror and devastation and buy all the property up at a fraction of the cost, with no emotional attachments to the deteriorated buildings, all so they can rebuild freely, using tax-payer money, and create new "trendy" areas, which inflate their properties' value exponentially once the operation is complete

 

I watched it happen over the course of decades where I live. Riots are just step one of the long-term "prospects"
