Looks like it might be a 'diplomatic' landing at St Johns to 'clear' customs.
I suspect it will head to one of the Canadian mil bases, probably Moncton further south.

Yes. Military base don't normally have customs facilities unless it is a major transport base or staging post.
Officially it allows the customs people to tick a box and say it has cleared customs.

Cessna 414 is way too small for chem trails.
I was guessing the destination using my shaky memory of Canadian bases south of St John's.
My premise remains if he goes somewhere else.
Also by 'clearing' at St John's it means that there is no need for civilian customs officials elsewhere to poke around, nosing into stuff that might be covered by military secrets regulations.
