I have never heard of resuscitation being done while the arms are handcuffed behind the patient. Puts the patient in wonky position and force of CPR likely to do serious damage to arms and joints.

CPR step 1. Position your hand (above). Make sure the patient is lying on his back on a firm surface.

 

Can't find - keep his arms behind him, preferably in handcuffs to ensure he is not flat or on a firm surface when you begin compressions.
