California has a LONGER border than most realize. If a boat gets under the Golden Gate bridge, then cargo can be unloaded in the bay, anywhere along the shores of the bay, and anywhere on the navigable portion of the river.
If cargo is transferred to a smaller vessel in the Bay at night, then there is no customs control for that smaller boat, which can now travel further up the river to unload.
