Here's the concept:
Vets named as militia and that brings 2A back into alignment. All NFA restrictions fall off for militia members. Militia is allowed to train and grow organically from community members. They are selected and trained. Militia members have qualifications that their neighbors do not.

Weapons handling experience
I would love to help civilians shoot an M240, but will not trust them until I verify they are competent. The LV massacre was from a Soldiers perspective a complete and dismal failure. I would have had a range card and known the beaten zone. It would have been much worse.

Crowd control experience.
Have you ever been in a riot? Have you ever had to quell a riot? We have training and real world experience in this.

Order and discipline.
We follow orders and can give them unquestioningly.
The point is to place a barrier in between protestors and the public sphere. Then we will not need a militarized police present. This can even have a trickle down effect. Why should police need to conduct raids when you have a militia? Out of control local government? We have a militia.
I have been in cities where the population is locked down by us. We do not want that here.
I would volunteer for to kick doors in for free. We are built for that shit, police aren't.
