He is not saying that moscow feels it lost the election.

He is saying Hussein expelling the diplomats was a political act targeting Trump…the president-elect. And that doing that is deplorable.

When he says "these actions" he is talking about Obama's sanctions and saber rattling.

This is huge. He is saying that Moscow found Obama's actions deplorable. And the target was Trump.

Russia has decided not to respond to the expulsion of her diplomats. Obama's actions targeted not only Russia, but your president-elect. We aren't acting on these acts because we see it as what it is…deplorable acts by angry democrats who just lost the election.
