Executive Order 13603, the defense production Act..BHO made some modifications to it in 2013, which actually vaguely expanded power..in the national emergencies act.
Since Hillary didn't win, it has become one of the tools that POTUS can/will put to good use..in just about anyway he sees fit to quell the situation. Which means that this situation across the country will be used against these coup perpetrators..question at this point is when.
