First if you read between the lines and actually read what Bannon said. They were constantly being approached with things. (think Trump Tower meeting with DJTjr and the Russian woman)
Once they knew he was going to be elected and during the transition they were trying to cover their tracks and put plants into his group.
They knew they would use the Russia narrative because they had been illegally wiretapping.
They are now going to try to tie Trump to the emails. Say that he was involved in the hacks or some nonsense. Hard to think what they might do. (you have to be evil to think like them) but this looks like they are trying to coverup something we have yet to learn.
