11.3 & 11.4 are simply markers to a specific event in the plan. They can occur on any date, any time. When Podesta arrest announcements happens we will be at the 11.3 marker. 11.4 may be at any point in the future. It may be the next day or 3 days or weeks afterwards.

Hadn't thought about the relationship of marker 9 in that way, but yes, [11.3] & [11.4] is how I read them. Early posts didn't use the [] in the same way as later posts.
