NATIONAL GUARD vs. RESERVES
Wanted anons to be aware of the difference. Most states have both National Guard, -and- Reserves.
National Guard is commanded by the Governor of the state.
Reserves are commanded by the Armed Forces (Pentagon).
National Guard units also typically have 'taskings' in which preselected units or platoons, etc. are assigned to active duty units to fill-in and deploy when needed. For example a Guard medical unit could be tasked to an Active Duty Air Force squadron, if one deploys then so does the other.
Its been a long time since anon was part of that world, so things could have changed some. But that is the essence. In other words, POTUS has forces he can command as needed, and the Governors have forces they can command.
