Derived from U.S. Navy terminology for a naval aviator confirming he has the optical landing aids in sight prior to landing on an aircraft carrier.

Famously used during the movie "Top Gun". Flight Control: "Maverick, you're at 3/4 of a mile. Call the ball." Maverick: "Roger. Maverick has the ball."

Q most likely used this phrase to inform the Country that it would be POTUS' call, after consultation/recommendation with AG Barr on whether to invoke Presidential powers under the Insurrection Act in unilaterally deciding to send U.S. Military assets to put down the dozens of riots in major cities across the Nation. The Insurrection Act is considered to be an exception to the Posse Comitatus Act which generally prohibits the Federal Government, i.e., the Executive Branch, from deploying U.S. Military Assets on U.S. Soil to engage in law enforcement related activities absent a specific and direct request from a state governor for such assistance.
