I talked with a homeless guy for about an hour or so, he watched them all go up. Said you had to apply to get a permit to paint one. I'm not sure if true or not. I have been taking pictures of them for weeks but they go up so fast and I'm only in down town an hour or two a week. Lots of hearts and eyes.
