CA, is opportune (probably willing/on the take) for all types of smuggling via boats up its coast from Mexico and south/or from the north from Vancoover.
Remember Australia's "leaked" convo w/ POTUS - it all involved why Australia does not accept refugees that come by boat. Australia's policy on this is to prevent human trafficking.
The CA coastline is probably off the radar for you, but POTUS is aware of this vulnerability in CA/WA and OR.
