Q, Could it be that HAARP is used by cabal to cause disasters so that elites can quickly sweep in and steal children/people? Like the children that have been stolen from Haiti after the earthquake?
I found the included image “The Secret Covenant” a few months ago when Q first started… read it. Give them a problem and then the solution that will create more problems.. a la 9/11.. create the problem and then establish mass surveillance as a solution.

Also the haarp can control an actual country itself, as can chemtrails by poisoning crops with lead, aluminum etc, and keep it a 3rd world country. Fidel Castro had ensured the rise of Nicolas Maduro from a long time ago, and coincidentally, Maduro’s VP has ties to ISIS and Venezuelan Government has been selling passports and ID’s to Muslims in the blackmarket.
