I think its a little more than that.
That was said because the British Army was so good, and the Colonials so new, that with the reload time of muskets, they needed to wait for maximum effect & morale effect.
So, rather than individual potshots (like at Lex & Concord), the order was to hold fire until the British were so close that the Colonials would not miss ans there would be a large effect (kill/wound) all at once.
