Trying to rethink this from the start…

Options:

Is the video itself fake? Could be, but we need evidence.

So suppose the video is real.

Is everyone who they seem to be?

Then the kneeling cop and to a lesser degree the standing cop both seem to display a depraved disregard for human life. And that's regardless of what medical reports or police standard procedures say. Use your eyes. This guy supposedly tried to commit a minor property crime and may have been drugged up, but none of that remotely excuses the behavior that you can literally see. If what you see is standard procedure, then you are looking at degenerates who should have acted as humans and not functionaries. This was not a life or death or "stand your ground" scenario. The guy was subdued.

But maybe the cops or the victim are somehow part of the setup (meant to spark the riots)?

In that case, the "scene" was contrived to make the depravity of the cops evident, and the crucial thing is then to uncover who did what.

One upshot is that attempts to "excuse" the behavior of the cops seem to be misdirection, intentional or otherwise.

So: 1) the video is fake (theoretical possibility) or 2) it happened as we would naively perceive it (and cops are guilty of moral depravity at least) (and Soros and crew just got lucky) or 3) it was somehow a setup (and cops and/or victim/perp are guilty of collusion, or perhaps are victims of some deep manipulation)

The option of the cops just innocently doing their jobs seems nonviable.
