OK - physicsanon here. Still puzzling over 'The Tone' and looking at the use of (non-apostrophe) single quotes as a marker. First use is 'state secrets' #14 – same first use of [] for SCI[F]. If this is special punctuation in a programming sense, it likely refers to things like likes, classified material on a 'different level' or possibly 'software related things'.
