I don't buy their excuse. Contractors don't just dump a load of bricks on the street BEFORE the property is prepared like tearing down what was there, putting up plywood or scaffolding etc.
In NYC, any property has to FIRST post their Building Permits before any work can be done, including dropping off building materials.
and NEVER just pallets of bricks exposed just sitting out on the sidewalk like that.
