Japan gov't mulls requiring 'My Number' system to be linked to all bank account info

 

TOKYO – The Japanese government is considering requiring the "My Number" individual number system to be linked with all savings and deposit account information of each individual in a legal revision it seeks to pass next year, it has been learned. The move comes after the My Number card system failed to function well in the government's provision of cash allowances to those in need amid the novel coronavirus crisis. The government will seek to revise a set of related laws in the ordinary Diet session next year, including the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures.

 

If the amendment comes into effect, the government will be able to get an accurate grasp of the asset status of each member of the general public. The government intends to use the information in providing allowances to citizens as necessary and beefing up tax collection, among other measures.

 

As the revision is expected to draw concerns and a backlash over enhanced monitoring of the public and infringement on their privacy rights, the government will take caution in proceeding with the steps to amend the relevant legislation while weighing the trends in public opinion.

 

My Number is a 12-digit number allocated to each resident in Japan including foreigners who have their residency registered with authorities. The number can be utilized in administrative procedures related to tax, social security and disasters. The numbering system is aimed at facilitating administrative procedures by simplifying the identification of individuals, such as by reducing attached documents. Notification of My Number individual numbers to each resident began in October 2015 and the system was put into operation in January 2016.

 

Under the current law, it is not allowed to link the My Number individual numbers to bank account information. If there is the need to link up the information, it is required to obtain the consent of each individual, and the actual procedures are carried out by financial institutions on a voluntary basis. Therefore, the government is unable to accurately grasp the assets of each individual, making it unable to identify those who are truly in need of support – the primary objective of the My Number system.

 

In the emergency economic package that the government decided in April, a cash handout of 300,000 yen to households in need was included to help them weather through the coronavirus crisis. However, after the government was barraged with criticism over the complex application procedures, such as having to prove a fall in income through paycheck and other documents, it was forced to change the scheme to a uniform handout of 100,000 yen to all residents including high-income earners. The government was accordingly driven into revising the budget to finance the initiative.
