POTUS has given everyone the opportunity to avoid the encounter with Federal forces. If they choose not to avoid that encounter, it will be their own decision, be they Governor, Mayor, or private citizen.
They’re only lashing out at POTUS because they know he doesn’t make idle threats. They both fear and respect him, while despising him. No wonder they are melting down. They are not equipped for such psychic warfare.
