It's not ridiculous to be pissed about this part of the plan no matter how much or little is understood about the necessity of it. Let me try to explain it a bit. If the "bad guys" didn't have some type of hope, some sort of plan to still win, they would have probably released real nukes or REAL pandemic viruses and Samson optioned us long ago.
How do you catch a dangerous animal?
They have to keep having a way out, a way to shift, to deflect, until they themselves do not see the walls closing in on the final act. They are still dangerous and have the ability to inflict massive, massive death and suffering. Arrests DO NOT START until our safety is 100% ENSURED. This is the problem, still. The plan is so clever that EVERYONE will be in utter SHOCK when the first real move is made. Until then they have the attitude of salt the earth and then irradiate the water because they are sick and evil and literally against creation.
