What people using cell phones often don't realize is this:
The Subscriber Identity Module contains a small computer. Cell provider side may upload new software to it at any time. Phone user will be completely unaware of anything that runs on the SIM. The phone's operating system has no access to this layer.
This is also true for other systems not based on a SIM. Look up STK / USAT / CAT.
