i remember when the Obama Admin. shut down the govt a few yrs ago – people were told they were NOT ALLOWED to go to work. (((they))) wanted the pressure of the shutdown to push their agenda. under a shutdown only "necessary/critical personnel" are allowed to work; i know someone who happened to be w/ the federal courts and the judge said that everyone in the court's employ was a necessary/critical employee. everyone went to work and got paid.
