Q, are the chemical attacks in Syria really perpetrated by the Assad regime?

It just seems so illogical. The rebel forces and their affiliate NGOs seem to be the first to report on them and to paint the narrative.

Why would Assad order attacks that are completely detrimental to his objectives?

It just doesn't make sense, please clarify for us.
