POTUS made a public declaration, but he has to submit it to various cabinet heads and notify Congress, there is a set procedure and IIRC a 7 day window. It was mentioned in the thread the day Trump said it, someone outlined the proper procedure, I don't know if that post made notables or not, sorry.
