Mayor Bowser [DC]: "We did not make a mutual assistance call to any police department or state National Guard. I might suggest their officers [Alexandria, VA] should not have been there in the first place."
According to this, it was the Park Police that requested help from Alexandria, not the mayor/city of DC:
