Minnesota To Test All 7,000 National Guardsmen Deployed To Quell Riots As First Tests Positive
Offering a preview of what's likely coming down the pipe over the next few weeks, a local TV station just reported that a member of the Minnesota National Guard who was deployed to clash with rioters and looters over the weekend has tested positive for COVID-19 - likely the first of many.
Several others are reportedly exhibiting symptoms (remember, Floyd was killed 8 days ago and in Minneapolis, demonstrations have been ongoing since the day after his death).
Given that protests and marches, like the demonstration in Madrid commemorating International Women's Day, have already been blamed for helping to spread the virus earlier during the pandemic, health experts are worried that a second wave of COVID-19 infections could be sparked by the mass gatherings, ABC News reports.
"What we have here is a very unfortunate experiment going on with COVID virus transmission," said Michael Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota.
Risks are even higher when factoring in the more than 5,500 who have been arrested, according to the latest AP tally. Jails are typically crowded, poorly ventilated, indoor spaces, and what's more, some protesters sat in vehicles at close range for an extended period of time, which increases the risk for onward transmission of the virus, Osterholm explained.
Although there's lower risk for the virus to be spread outdoors, especially in a moving crowd, the use of tear gas and pepper spray, along with the protesters who lit cars and buildings on fire, could cause coughing, which can help aerosolize the virus, Osterholm added, increasing the risk that it will spread.
Even the ostensibly healthy can be carriers of COVID-19.
"If people say 'well, these are healthy folks,' we know that at least a third of COVID patients are asymptomatic according to the CDC," added Dr. William Schaffner, medical director of the National Foundation for Infectious Diseases.
During a press briefing on Monday, NYC Mayor Bill de Blasio insisted that "we don't want people out there where they might catch this disease or spread this diseaseâŚ[t]here's no question there's a danger [that] this could intensify the spread of the coronavirus just at a point when we were starting to beat it back profoundly."
We imagine more governors will approve plans to start testing all national guard members mobilized to combat the looting and riots.

Update (1415ET): Virginia Gov. Ralph Northam rejected a request from Secretary of Defence Mark Esper to send up to 5,000 of the stateâs Army National Guard to Washington, D.C., the Associated Press reported.
Northamâs chief of staff, Clark Mercer, told AP that:
"The presidentâs remarks to the governors heightened our concerns about how the guard would be used."
Additionally, NYC Mayor De Blasio rejected Trump's assistance:
"We do not need, nor do we think it's wise for the National Guard to be in New York City, nor any armed forces."
"When outside armed forces go into communities, no good comes of it. We have seen this for decades," de Blasio said. "They are not trained for the circumstance here."
And DC Mayor Bowser refused help and jabbed back
"I call upon our city and our nation to exercise great restraint even while this President continues to try to divide us."

Other states were more polite in their rejection with Texa Governor Greg Abbott saying, no military assistance was needed, "Texas can take care of Texans."

Update (1120ET): More than 18,000 National Guard troops will be assisting law enforcement authorities in 29 states, according to the head of the National Guard, adding that an additional 1,500 National Guard troops from other states will be shifted to Washington, D.C.
The National Guard Chief said there were no reports of injuries to any service members deployed across American cities, despite worsening social unrest on Monday night.
The U.S. military said it had increased force protection level at the Pentagon and military bases in the BaltimoreâWashington metropolitan area. Increasing force protection at bases does two things: allows bases to counter-terrorist or other hostile adversaries.

Facebook CEO Mark Zuckerberg reportedly told employees angered by the decision not to remove recent posts by President Donald Trump from the platform that the company may review its policies around the âdiscussion of state use of force,â potentially censoring President Trump and other world leaders.
The Verge reports that social media giant Facebook has faced internal turmoil after CEO Mark Zuckerberg refused to censor certain posts by President Trump that many employees believed were a call to violence. Last Friday, Twitter censored a tweet from President Trump in which he addressed violent protesters stating, âwhen the looting starts, the shooting starts,â behind a warning label noting that the tweet violated Twitterâs rules relating to âglorifying violence.â
Facebook declined to censor the same message, with Zuckerberg stating in a post that while he found the message âdeeply offensive,â the company had determined that it did not violate its policy against âincitements to violence.â Since then employees across the company have expressed their anger at the CEOâs decision.
Now, leaked audio obtained by the Verge shows that Zuckerberg addressed employees about the decision in a video conference call on Friday in which he stated that the Silicon Valley giant could change its policies relating to the moderation of posts by politicians, a policy that would be primarily aimed at Trump.
âThere is a real question coming out of this, which is whether we want to evolve our policy around the discussion of state use of force,â Zuckerberg said. âOver the coming days, as the National Guard is now deployed, probably the largest one that I would worry about would be excessive use of police or military force. I think thereâs a good argument that there should be more bounds around the discussion around that,â he added.
In his post on Friday discussing the companyâs decision, Zuckerberg stated that President Trumpâs reference to the National Guard played into the firmâs decision. Zuckerberg stated in the post: âThe National Guard references meant we read it as a warning about state action, and we think people need to know if the government is planning to deploy force.â

Matt Gaetz: Twitter âOught to Look in the Mirrorâ for Inciting Violence with Black Lives Matter, Antifa
Rep. Matt Gaetz (R-FL) charged that Twitter âought to lookâ in the mirror when it comes to inciting violence when they host Antifa and violent Black Lives Matter organizers, according to a copy of his podcast, which Breitbart News exclusively obtained.
On Gaetzâs podcast, Hot Takes with Matt Gaetz, the Florida populist reacted to Twitter adding a warning label for one of Gaetzâs recent tweets for allegedly glorifying violence.
On Monday, Gaetz cheered President Donald Trumpâs designation of Antifa as a domestic terrorist organization, to which Twiter claimed that his tweet lauded violence.
Gaetz said, âNow that we clearly see Antifa as terrorists, can we hunt them down like we do those in the Middle East?â
A Twitter spokesperson told Politico:
We have placed a public interest notice on this Tweet from @mattgaetz. The Tweet is in violation of our glorification of violence policy. As is standard with this notice, engagements with the Tweet will be limited. People will be able to Retweet with Comment, but will not be able to Like, Reply or Retweet it.
In reaction to the news, Gaetz said on his Hot Takes with Matt Gaetz podcast that he views Twitterâs warning label as a âbadge of honor.â
The Florida congressman said, âWell, Iâll tell you this: I wear Twitterâs warning as a badge of honor, and Antifa is a terrorist organization. And, Iâm not afraid to tell the truth about it, and neither is the Trump administration. These riots, theyâre hurting Americans, theyâre hurting real people, blue-collar people, people like the folks that I care about, who just want a chance in this country to be successful, and who deserve every right to that success if theyâre willing to work hard and play by the rules to achieve it.â
Gaetz, in a previous podcast released last week, said that is working with Republican members of the House Judiciary Committee to develop legislation that would strip social media giants of their Section 230 legal immunity if they fact check content on their platforms.
He continued, âOur government should hunt down these Antifa organizers and the organizers of any group that is encouraging violence or harm to our police, to our businesses. And I will not be afraid to continue saying it on Twitter, on this podcast, on television, on every platform that I am able to access, including the floor of the House of Representatives. You know why? Because itâs true, 100 percent true, that these are organic protests; these are not circumstances where people are simply showing up and then independently all at once deciding to throw things or attack cops or try to create some senseless act of disruption or chaos. No, they know what theyâre doing when they go there.â
Gaetz said that Twitter bears some responsibility for inciting violence when they host violent Black Lives Matter protesters and ISIS extremists.

2 Whatcom County men charged in fentanyl drug distribution scheme
SEATTLE - Two Bellingham, Washington, residents made their initial appearance today in U.S. District Court in Seattle following their arrest May 28, 2020, for distributing fake oxycodone tablets tainted with fentanyl, announced ICE Homeland Security Investigations (HSI) acting Special Agent in Charge Eben Roberts in Seattle and U.S. Attorney Brian T. Moran. Troy J Klander, 38, and Zachary D. Salas, 38, are charged with conspiracy to possess fentanyl with intent to distribute. Both remain in custody following a five-month investigation of their drug trafficking activities.
âThese counterfeit oxycodone pills, laced with unknown amounts of fentanyl, have proven deadly in our communities,â said U.S. Attorney Moran. âI commend the DEA agents and local law enforcement officers who continued this investigation despite the challenges presented by the COVID-19 lockdown.â
According to the criminal complaint filed in the case, law enforcement used confidential sources and undercover officers to purchase the fentanyl laced pills from Klander and to identify Salas as a source of supply. On May 28, 2020, a Drug Enforcement Administration-led task force executed search warrants at six locations in Whatcom County. At one location, Salas refused to co-operate with law enforcement resulting in a one-hour standoff. The standoff ended peacefully, and Salas was taken into custody.
âEven with the hurdles presented by the COVID-19 crisis, we were able to investigate and safely remove these suppliers of dangerous counterfeit pills,â said DEA Special Agent in Charge Keith Weis. âThese pills laced with fentanyl can be highly toxic when handled and are indiscriminately killing tens of thousands of people yearly in the U.S. The identification and disruption of those involved in this illicit distribution chain remains a high priority for law enforcement at every level.â
Over the course of the investigation law enforcement seized 500 counterfeit oxycodone pills tainted with fentanyl, cocaine, heroin, and crystal methamphetamine, as well as a stolen gun and more than $100,000 in cash.
Conspiracy to distribute fentanyl is punishable by up to 20 years in prison.
The charges contained in the complaint are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.
The investigation is being led by DEA with significant assistance from the Whatcom County Sheriffâs Office Gang and Drug Task Force. The searches yesterday involved HSI, the DEA Seattle Special Response Team, Whatcom County Sheriffâs Office SWAT, Bellingham Police Department SWAT, Washington State Patrol SWAT, Customs and Border Protection Air and Marine Unit, Skagit County Interlocal Drug Enforcement Unit, and Snohomish Regional Gang Drug Task Force.
The case is being prosecuted by Assistant United States Attorney Seungjae Lee.

During Tuesdayâs broadcast of âNew Dayâ on CNN, network contributor reacted to police using tear gas to move protesters for President Donald Trumpâs photo-op at St. Johnâs Church the day before.
According to Sellers, segregationist George Wallace is âprobably looking upâ at Trump âwith a smileâ for his actions against a group protesting the death of George Floyd, who was in Minneapolis Police custody at the time.
âOne of the other things that we have to mention is years of systemic racism and injustice that have plagued black communities for a long time that are now overflowing in the streets,â Sellers told host John Berman. âLook, yesterday, the President of the United States used tear gas, used the military against peaceful protesters. The only thing I could think of was George Wallace is probably looking up at him with a smile. And then he went over, and he held up a Bible. And Iâm reminded of the brown refugee, neither of which does President Trump truly care for. This is a moment, and I think David Gregory would understand â Democrat or Republican â this is a moment that we have to have a leader to show elements and characteristics of compassion, empathy and understanding that people deserve the benefit of their humanity. These are things that Donald Trump [does] not possess.â
Sellers also voiced his frustration with conservatives and evangelicals for not speaking out against Trump.

Tuesday, former New York City Mayor Rudy Giuliani slammed current New York City Mayor Bill de Blasio, indicating that de Blasioâs response to unrest in New York City tied to the death of George Floyd while in Minneapolis police custody left much to be desired.
Giuliani told Fox Business Networkâs âMorning with Mariaâ that given the current city administrationâs mishandling of the situation, de Blasio should step down as mayor.
âOne of the worst days in New York,â he said. âLast night was unnecessary and horrible, and the destruction done to New York City without any interruption by the mayor, you could say the police department, but the mayor is holding them back, and itâs outrageous. I mean, this action did not have to happen if we had a vaguely competent mayor. This should have been stopped five days ago. I mean, couldnât they have stopped some of that? We have watched now over and over again people looting, throwing Molotov cocktails, burning cars, and now putting our police in prison â in â in hospitals and virtually no major arrests are made. The mayor should step down. He is incompetent.
âWe are losing a tremendous amount of property, we are seeing people damaged and hurt seriously, and pretty soon weâre going to lose some lives if this man doesnât get out of the way and let someone activate the police department,â Giuliani continued. âIn other cities, theyâre activating the National Guard. In New York City we have to activate the New York City Police Department, theyâre â theyâre being used as punching bags. And then he has the audacity to criticize them for being too brutal. Education or propaganda? Nickelodeon makes children watch 9 MINUTES of âI canât breatheâ BLM commercial, polarizing parents
Childrenâs TV network Nickelodeon went silent for nearly nine minutes as a gesture of support for the Black Lives Matter movement. But pushing social-justice rhetoric on such a young audience has rubbed many the wrong way.
The channel, owned by Viacom, stopped its transmission for eight minutes and 46 seconds on Tuesday âin support of justice, equality, and human rights,â presenting children with a black screen on which the phrase âI canât breatheâ faded in and out, timed with audio of a person breathing. That spot was preceded by a promotion scrolling Nickelodeonâs âDeclaration of Kidsâ Rightsâ over an orange background and a pledge to âstand in solidarityâ with âBlack colleagues, creators, partners, and audiencesâ while condemning racism and violence.
The clip finished by urging viewers to âJoin @colorofchange and countless others to call on public officials across the country to take real action,â and included a number to text for more information.
Some found it âpowerful,â declaring that Nickelodeon had done more than the government and other celebrities by reaching out to young people.

What can US learn from Israelâs military experience with riots
Over the years Israel became more proficient at dealing with clashes, from using heavy handed tactics to trying to minimize clashes and reduce contact between security and rioters.
The US is increasingly using the National Guard as protests spread across America. US President Donald Trump encouraged governors to âdominateâ the violent protests that rocked US cities, and he has suggested using more military units. Israel has effectively combined police and some military units over the years to confront protests and riots. While many would not point to Israelâs experience as a positive example to be followed, because they see it through the lens of the Israeli-Palestinian conflict, in terms of tactics and strategy there are lessons to be learned.
Israel has rarely had to confront large scale violent rioting within its borders. With some exceptions â the Wadi Salib riots in 1959, the October 2000 riots in Arab-Israeli communities â Israel usually has to deal with isolated clashes from different communities ranging from bedouins, left-wing student activists, Ethiopian anti-racism protests in 2015, and clashes with ultra-Orthodox sects.
In Jerusalem and the West Bank, Israel more frequently had to confront extensive protests and rioting over the last decades. It also confronted mass marches on the border of Gaza in 2018 and 2019. Over the years Israel became more proficient at dealing with these clashes, from using heavy-handed tactics during the First Intifada, to trying to minimize clashes and reduce contact between security forces and rioters.
When dealing with violent protests in the West Bank, Israel has become used to dealing with flash points, usually areas where the demonstrators gather such as near Kalandiya or the so-called DCO entrance to north Ramallah. The general method in these clashes is for security forces, usually consisting of a mix of Border Police and the army to document the protesters using drones and other methods and then use force to break them up quickly and not allow the protesters to gain ground or grow too large. Use of undercover security forces is used to target instigators and particularly aggressive perpetrators.
It appears Israel has gotten better over the years at reducing the number of casualties in these clashes. This is accomplished partly by not allowing them to become a running melee where security forces and rioters are entangled, which leads to the chance that errors will occur or that isolated security forces will have to rely on more force. Israel also seems to have gotten better at using tear gas effectively and a mixed strategy of holding forces back to reduce tensions and then using overwhelming force at a key moment when necessary.

Overdose Deaths Have Skyrocketed in Chicago, and the Coronavirus Pandemic May Be Making It Worse
Opioid-related deaths in Cook County have doubled since this time last year, and similar increases are happening across the country. âIf youâre alone, thereâs nobody to give you the Narcan,â said one coroner.
As COVID-19 kills thousands in Chicago and across Illinois, the opioid epidemic has intensified its own deadly siege away from the spotlight, engulfing one public health crisis inside another.
More than twice as many people have died or are suspected to have died of opioid overdoses in the first five months of the year in Cook County, when compared with the same period last year, according to a ProPublica Illinois analysis of medical examinerâs office death records. There have been at least 924 confirmed or suspected overdose deaths so far in 2020; there were 461 at this time last year. And much like the coronavirus outbreak, the opioid epidemic has disproportionately affected African Americans on Chicagoâs West and South Sides.
Statewide, opioid deaths also are outpacing 2019 numbers, largely due to the increase in Cook County.
The deadly surge comes at what was supposed to be a turning point for Illinois. A 2017 state action plan from then-Gov. Bruce Rauner vowed to halt the âexplosive growthâ of opioid deaths and reduce the projected number of opioid-related deaths this year by a third.
Based on the number of overdose deaths so far in Cook County alone, itâs highly unlikely the state can meet that goal.
