In this baker's opinion you should have faith in anons who offer handoff regardless of whether or not they "verify." If that anon turns out to be a shill then other anons will fix the problem quickly, ebake, or another baker will step up with no harm done. They cannot defeat us this way; we are a decentralized hive mind. On the other hand when existing bakers start making rules about who can and cannot bake, it looks bad to anons and it makes you look sketchy. Simple as that.
