TOR posting is very different the last few days. Two nights ago, I posted to let folks know that my initial TOR post had an ID, then refresh set it to all 0s.
Today, I've tested off and on, and I get a consistent ID no matter how many times I try. TOR users have IDs now, and it's possible you are posting on the same TOR network as someone else.
