Chongqing was in the news well before the email. Bo Xilai was on a trajectory to crack into China's Politiburo (9 most powerful in Chinese govt). He cleaned up Chongqing but did so through an iron fist and great corruption in the beginning years.

Chongqing has a museum honoring US General Joseph W Stilwell. There is symbolism for a deal to be brokered in Chongqing. When I walked into it I was shocked to say the least at how much we worked together. Also CQ was the wartime capital of China and Taiwan's government came from CQ after being pushed out.
