Does someone in the area have a better job to offer Mom or maybe safer accommodations she could afford so she can get her family out of there ... and stay out? I'm in Lexington ... but in another state, so there isn't much I, personally, can do from here.

The ability to effectively reform is being lost due to the shear volume of issues at the same time. Mostly because they weren't handled to begin with.
