the ones who get the funds are connected.

they fund a development. they own it.

the 'give' money to 'poor' people to live there.

those pay to live there to the ones who built the buildings, the 'owners' connected to the ones who allocated the funds.

they 'pay off' the building, never having spent any of their own money. They own it.

they convert it.

they never spent any of their own money or effort, but just set up a business scheme and now they own prime property in a downtown urban place.

they convert it condos, turn the poor out on the street, and go live on a beach somewhere.
