It's Project Looking Glass 101. There's some things you can't prevent no matter what you do. You can alter the way it happens to protect the safety of the public, but you can't prevent the unrest when you're talking about public disclosure of the Invisible Enemy.
It's something you hear from those in the intel community that if you told people everything and ran to the press all the time, you could easily spark a civil war.
