I think the lack of support for cops by these mayors is intended not only to allow the riots to continue, but to demoralize them and create more situations like this.

That line is why I think these are a series of steps to be taken when there is a triggering event (POTUS Twitter taken down, coup attempt, assassination attempt, etc…) rather than redline warnings to the cabal.
