Clinton holds up the New Testament, the portion of the Bible that has been used to deceive and control Christianity for decades now.

POTUS holds up the whole Bible, with the Old Testament, which has become much more valuable to us today, because it is key to understanding how the NT has been misused.

Paul wrote most of the NT, and Peter says Paul can be easily, even fatefully misunderstood. This is because Paul was extremely adept in the OT, and knew his own work would only endure for so long. To this end, he even comments "If I (my work, leadership) be sacrificed, then I joy with you."

He knew that would mean we had finally gotten past the deception (using the OT) and re-discovered the minds of the more ancient authors he knew so well. This could only happen long after his time, in a time he "saw," when we are ready for it and needful of it.
