Let the DC cops try to enforce that law against the National Guard.
I'm betting the cops back out of that one because they know it's shit. What are they gonna do, fire the police force?

If the Guard commander is ordered to stay, what's the mayor gonna do if the cops say, "Sorry, they're not moving and we're not gonna fight with 'em. Thanks for playing!"
Are you receiving that, or did you get it from a website? Only one I know of is eam.watch and I suspect it only updates sporadically.
