Cates thinks mil was a fake, but real action will come from SWAT/riot units of federal bureaus. Prison bureau, for example, has a very good anti-riot unit. A lot of agencies you wouldn't think off have these units.

If protester/rioter crimes are federal offenses, state gov can't do jack shit if fed units move in, Cates says.
