Why would POTUS bring back 2 retired Marine Generals to serve in the Admin, not mention Joint Chief of Staff Dunford "who was trained by Mattis & Kelly"?

Mattis & Kelly were not even eligible for their jobs, had not been out of service long enough.

Why put black hats in as Sec of Def "Mattis", Sec of Homeland then WH CoS "Kelly", RIGHT at the beginning of the administration?

The first 2 years of the admin were CRITICAL times.

When you have Mil Tribunals would it look better to have parties involved that seem like ardent\sycophant supporters of POTUS, or those that are in conflict with him.

These Tribunals have to appear unbiased. If these optics are ramping up almonds are telling me they're close.
