WASHINGTON - The Pentagon has told the District of Columbia National Guard and guardsmen from other states who have arrived in the nation's capital as backup to not use firearms or ammunition, a sign of de-escalation in the federal response to protests in the city after the killing of George Floyd, according to officials familiar with the decision.

 

The Department of Defense, led by Defense Secretary Mark Esper, appears to have made the decision without consulting the White House, where President Trump has ordered a militarized show of force on the streets of Washington D.C. since demonstrations in the city were punctured by an episode of looting on Sunday. Trump specifically had encouraged the National Guard to be armed.

 

Initially, a small group of the guardsmen deployed in the city had been carrying guns while standing outside monuments, but the bulk of the forces, such as those working with federal park police at Lafayette Square in front of the White House, didn't carry firearms out of caution. Now, all of the roughly 5,000 guardsmen who have been deployed or are deploying to Washington, D.C., have been told not to use weaponry or ammunition, according to four officials familiar with the order.

 

"The whole purpose behind that was a purposeful show of de-escalation," said one U.S. defense official, speaking on the condition of anonymity to discuss an order that hasn't been made public yet. "We're here, but we're walking things down."

 

The White House has not been involved in the decision, a senior administration official said. Trump has encouraged the National Guard to be armed, and wanted them to be as a show of force.

 

Because the District of Columbia is a special federal jurisdiction without the status of a state, the D.C. National Guard is controlled by the president, who delegated his authority over the forces to Army Secretary Ryan McCarthy. The District's mayor can request the deployment of the D.C. Guard but doesn't have the power to do so herself or control them once deployed.

USS Theodore Roosevelt resumes operations more than two months after COVID-19 outbreak began

 

More than two months after arriving in Guam, as the coronavirus spread out of control among its crew, the San Diego-based aircraft carrier Theodore Roosevelt is back out to sea and fully operational, the Navy said Thursday.

 

The ship initially returned to sea in late May to conduct carrier qualifications for its air wing. After returning to Guam to pick up crew members left behind to complete quarantine, the ship has resumed its scheduled deployment in the Western Pacific.

 

“Returning to our mission in the Indo-Pacific after completing carrier qualifications is a significant milestone in Theodore Roosevelt’s conditions-based recovery plan,” said Capt. Carlos Sardiello, the Roosevelt’s commanding officer, in a statement.

 

“Our mission was to recover the ship and recover the crew. We did not give up the ship and now our focus is on combat readiness, safety, and wellness of the crew.”

 

The outbreak on the Roosevelt marked a low point for the Navy in its fight against COVID-19. More than 1,100 crew members tested positive and one, Chief Aviation Ordnanceman Charles Thacker, 41, died of it.

More combat power headed to Pacific as China threat a concern

 

Greater numbers of combat forces are headed to the Pacific as lawmakers and military officials increasingly focus on the threat that China poses to the supremacy the United States has maintained in the region since the end of World War II.

 

Taiwan’s independence from China is one area of concern. Taiwanese Defense Minister Yen Teh-fa said earlier this month that the military was “still seeking an opportunity” to participate in this year’s Rim of the Pacific maritime exercises off Hawaii, Taiwan News reported.

 

However, a U.S. official confirmed Taiwan has not been invited to the August RIMPAC drills.

 

Senate Armed Services Committee Chairman Jim Inhofe, an Oklahoma Republican, and Rhode Island’s Jack Reed, the committee’s ranking Democrat, said they intend to establish a “Pacific Deterrence Initiative” in the National Defense Authorization Act for fiscal 2021.

 

The step comes as the divide grows between the United States and China over the rising Asian power’s expansionism.

Google Pulls Popular Indian App That Claimed to Remove Chinese Software

 

Google has removed a popular Indian mobile application from its Play Store that allowed users to detect and uninstall Chinese-owned apps from their phones, a spokesman said on June 3.

 

The Android app, “Remove China Apps,” developed by India-based OneTouch AppLabs, had surged in popularity in the country in recent weeks, receiving some 5 million downloads from late May to June 1, according to analytics firm Sensor Tower, Tech Crunch reported.

 

It became India’s top trending free app on Google’s Play Store over the weekend, rising in popularity amid calls for a boycott of Chinese mobile apps in the country during a Himalayan border dispute between the two nations.

 

The app enabled users with Android smartphones to detect the country of origin of software, and provided suggestions on how to remove Chinese-owned apps, such as ByteDance’s TikTok—which has attracted heightened scrutiny due to surveillance and censorship concerns—and Alibaba’s UC Browse.

Greek group opens fire on Turkish police boat near border

 

BEIRUT, LEBANON (7:40 P.M.) – The Anatolia News agency announced on Friday that a Greek group wearing military fatigues opened fire on a Turkish police boat while the latter was patrolling the Mrayij River near the Turkish-Greek border.

 

The news agency said that the Special Operations Police found near the Bashiurt border police station, the body of one of the asylum seekers beside a tree, while they were patrolling the Mrayij River.

 

They explained that “a military camouflaged group opened fire from the Greek side towards the Special Operations Police boat while photographing the body.”

 

The state noted that “the police immediately took their positions and fired warning shots in the air, which led to the ceasefire from the Greek side.

57 members of Buffalo police riot response team resign

 

All 57 of the members of the Buffalo Police Department's Emergency Response Team resigned Friday from the unit which responds to riots and other crowd control situations, the president of the union that represents Buffalo police officers told The Buffalo News.

 

Two law enforcement sources confirmed the resignations.

 

Two members of the Emergency Response Team were suspended without pay late Thursday after they involved in pushing a 75-year-old protester to the ground as they were clearing the area in front of Buffalo City Hall at the emergency curfew. The Erie County District Attorney's Office is investigating the incident. No charges have been filed.

 

The Emergency Response Team members have not quit the police department, but have stepped down from the tactical unit, according to the sources.
